Hydrogen in the NE: technology, public policies and the value chain

Joaquim Rolim is Executive Secretary for Industry at the Economic Development Office of the State of Ceará and, as such, works to attract investments for the energy and green hydrogen industries. He heads the Northeast Consortium's Technical Board for Energy, which helps integrate the states in the Brazilian Northeast. Joaquim has extensive experience in renewable energy, energy distribution, and the industry as a whole. He is a member of the working group established by the Government of Ceará to develop a Green Hydrogen Hub. He has coordinated the project of the new Wind and Solar Atlas of Ceará and was a Speaker at the United Nations Climate Change Conferences COP26 and COP27.

Possui graduação em Engenharia Elétrica pela Universidade de Fortaleza - Unifor (1985), fez os Cursos: Atualização para Engenheiros de Empresas de Energia Elétrica na Universidade Federal de Pernambuco - UFPE, MBA Executivo em Gestão e Liderança pela Fundação Getúlio Vargas - FGV, Preparação Gerencial no Eixo Competência pela Fundação Instituto de Administração - FIA, APG - Programa de Gestão Avançada Versão Superintensiva pela Amana-Key e Programa Líder para Gestores pela Mindquest / Harvard Business. Está cursando o Mestrado de Engenharia Elétrica na Universidade Federal do Piauí - UFPI. Trabalhou por 34 anos numa empresa do setor elétrico brasileiro com atuação nas áreas de geração, transmissão e comercialização de energia elétrica. Tem larga experiência nos processos de gestão, coordenação e controle nas áreas executivas de pré-operacional, integração de novas obras, operação do sistema elétrico, manutenção de usinas hidrelétricas, manutenção e reparo de equipamentos de subestação, linhas de transmissão, estruturas civis de barragens, dispositivos de controle e automação de instalações de geração, transmissão e telecomunicação. Atuou ainda na gestão administrativa dos processos de atividades jurídicas, econômico-financeira, suprimento, gestão de pessoas, segurança do trabalho, saúde ocupacional e bem-estar social, transporte, segurança física e gestão documental, bem como, nas atividades executivas relacionadas à tecnologia da informação e à organização de empresa, planejamento, coordenação e acompanhamento dos programas de trabalho, dos orçamentos anuais de custeio e de investimento e de ações de sustentabilidade empresarial.

Jurandir Picanço Júnior is a Mechanical Engineer and Electrician. A member of the Ceará's Academy of Engineering, he works as energy consultant for FIEC (Ceará's Federation of Industries). He was President of COELCE (Ceará's Energy Company), has headed Ceará's Science and Technology Office, has been a member of CHESF's board, the President of ARCE (Ceará's Regulatory Agency), a lecturer on Electrical Engineering at UFC and the President of CSRenováveis/CE (Ceará's Sectorial Chamber on Renewable Energies). The Sindienergia-CE Award, which honours outstanding individuals in Ceará's energy industry, is called 'The Jurandir Picanço Trophy'. In his 59 years actively working in the energy industry, Jurandir has always had a connection with renewable energies, and was one of the people directly responsible for helping Ceará in its first initiatives to develop projects on wind and solar energy and, more recently, on green hydrogen. A 2022 survey by Grupo Mídia named him one of the '100 Most Influential People in Energy'.
